My understanding of a litmus test for a "scooter" being a "go-ped" used by the Black Rock Rangers is that it be possible for it to be raised off the ground by the operator and ideally by a single arm. Scratch built "super scooters" made with mopeds or honda / yamaha / vespa scooter donor vehicles with the seat removed and replaced with a deck to stand on are required to be licensed and mutated or they risk being impounded by the Black Rock Rangers.
