Its got a motor so I assume so. Many get away with not having it though. Heeck it should be easy to make interesting due to size. Create something fun that speaks to you, submit a drawing an see what happens. Due date is June 30.

      "Scooters
Though not an encouraged means of transportation, certain types of scooters are allowed to traverse Black Rock City without needing a license. Small, stand-up (no seat), one-person style scooters, (e.g. Go-Peds) are allowed at Black Rock City. Some of these vehicles do have a trademark — a very distinctive, and to many, annoying sound. We encourage you to use an electric model, one with a muffler, or other style that does not have that loud "buzzzzzz". And remember, riders must obey the same speed and safety rules as other vehicle drivers."

My understanding of a litmus test for a "scooter" being a "go-ped" used by the Black Rock Rangers is that it be possible for it to be raised off the ground by the operator and ideally by a single arm.

Scratch built "super scooters" made with mopeds or honda / yamaha / vespa scooter donor vehicles with the seat removed and replaced with a deck to stand on are required to be licensed and mutated or they risk being impounded by the Black Rock Rangers.

If it's a stand up model, no license, but be prepared to have dirty looks constantly shot at you. Of course, if it's mutated beyond the whole "see, it looks like a surfboard" approach, you may get annoyed looks, followed by delighted smiles.
